confused when my husband should apply for citizenship

Hello Everyone,

My husband got permanent residence on 15th June 2018 as date of issue on his is biometric card.But the letter he received from Home office stated your deemed date to acquired permanent residence is 21/08/2017.

Which date i should use to calculate one year (time restriction) before i apply his british citizenship.

21/08/2018 is the date. I had a friend in similar scenario.
