No there is no requirements to pass English Language Test for Private Life 10 year route to settlement.
It is designed for only 5 year routs who are seeking ILR earlier.
The online form published by Home office for private life extension is a complete joke.
It is a trick by Home office to remove people from UK as part of their hostile environment policy.
The paper form did not asked such questions and home office removed paper form and did not publish policy Guidance for FLR FP applicants.
Be extra careful when you apply otherwise they will find reasons to refuse your applications and then you cannot blame home office without their policy guidance. You need to seek a professional advice and do let me know by posting your answer here.
Just tick No when you are asked for english language test and also ring Home office staff and solicitor to confirm this.
Right now the situation is Home office does not know what they are doing.
