Asylum seeker - permission to marry - no passport

Hi. Someone who has been in the UK for six years, currently awaiting the outcome of a fresh claim, wishes to get married with a British citizen. I believe that the procedure is for her to approach a Registry Office, who will contact the Home Office for permission to proceed. But she does not hold any passport or other ID, beyond her Asylum Registration Card. Would this be an obstacle? She is unwilling to approach the embassy of the country she is seeking asylum from, because she does not want to be in their hands, which might damage her claim for asylum, and also because having her passport might facilitate her eventual removal.
Also, if the marriage is permitted, would her husband then be able to sponsor her for a spouse visa, without her having to return home? Or, if his income is insufficient, should she apply for FLR FP?
