Family Visitor Visa

My wife wishes for her retired parents to visit us in the UK from the Philipinnes, my wife is currently on her first 2.5 year visa FLR(M) and this ends on 28th June 2019, where it will be renewed.

I have the following questions.

1. Is it myself or my wife who invites them with a sponsorship letter?
2. Will it matter if we try to obtain visitor visas before my wife has her FLR (M) 2.5 year extension?
