Direct descendents settlement start date

Over 21 dependant son living in UK (direct dependant), receiving money from father in South Africa to provide support (2013 onwards)

Father arrives in UK - Feb 2014

Dependant son applies for EEA2 in Oct 2014 and recieved COA with work allowed Nov 2014

Issue date of EEA2 as direct dependant - April 2015

When does the clock start for EU rights for the son?? Phoned the settlement team and they kept saying it goes from the date on the eea but he was clearly living as the dependant of an eea family member prior to the issue date (direct with automatic rights). Even at the very least I am not sure why in these instances they wouldn't at least take the application date as the issue date is based on their status at time of application?

The date EEA family member began living with their EEA family is the date they started living. You'd have to prove it though.
