No ILR at all for Tier 2 ICT after 2010 even if we switch

Hello everyone,

Point number 252 on this link says,

"If you initially applied for Tier 2 (Intra-Company Transfer) on or after 6 April 2010, you
cannot qualify for settlement."

Does this mean, One can not apply for settlement at all even in below example scenario?

1. Initial Tier 2 ICT received in 2017
2. Switch to Startup or other visa in 2019
3. Switch to Tier 2 general in 2020

After completing required stay in Tier 2 general, One can apply for settlement or it is not possible?

ILR under Tier 2 (ICT) not possible.
ILR under other categories may be possible, if eligible under that category.
