Biometric Centre

Hi there! I am applying for Tier 5 Youth Mobility visa. I wonder if I have to go to the biometric centre of my home country or can I go to any biometric centre across the world?

Secondly, I have two passports, if one passport is used for a visa application, can I use the other passport to re-enter UK as a tourist during my visa application?
