320(7A) and 245ZV refusal 10 years ago now want to apply visit visa

My friend applied student visa back in 2009, he got refused as his agent/consultant provided false documents to visa officer.

As a result visa officer refused his application and put 320(7A) and 245ZV(b)

Now he is country manager in Pakistan, visited USA, AUS, NZ, Germany and dubai etc already.

he wanted to visit UK, can he apply visit visa as almost 09 years ago he got 320(7A) and 245ZV(b).

If he has a 10 year ban, he has to wait until the full 10 years has passed. Also no guarantee he will get a visa for the UK.

10 years ban is not mentioned anywhere in his refusal letter

It is a 10 year ban, see page 12 and 13 in Home Office staff guidance notes link below.
