Legal to work while Paper application in progress?

Hello, just asking for a friend.. his wife submitted an application for settled status based on Surinder Singh, his wife’s residence card is has also expired, her employer is looking for evidence of allowed to work, so at the moment she can’t work without any letter of certificate of application, is there anything they can do or provide to show she is legal to work?
