Doctorate Extension Scheme - 8 Year Cap

Hi,

I was wondering if someone can clarify whether DES is included in the 8 year cap as I have found conflicting information online.

My timeline is:

2013-2014 1st Masters
2014-20115 2nd Masters
2015-2020 PhD

In particular, if I finish my PhD and then apply for DES but my DES application takes me over 8 years, will it be rejected?

Just to clarify - the two masters were taught degrees.

The immigration rules seem clear that it is not included. Paragraph 245ZY(bb) says:

Leave to remain as a Tier 4 (General) Student on the doctorate extension scheme will not be subject to the conditions on the limited time that can be spent as a Tier 4 (General) Student or as a student, specified at 245ZX (hb).

What other rule or guidance are you reading that says it is included?
