What does this letter really means

Hey guys. Just wondering the letter that they send asking for GNIB, 950euroe and photos, does that letter means that your citizenship application is already approved by the minister?

Yes although you won't be a citizen until you have been to the ceremony.

The next letter you will receive is the ceremony invitation.
