Non eu spouse and dependents

Hi all hope someone can point me in right direction.
I have a family member who has Italian citizenship his wife is Brazilian they have 2 children.
What is procedure to come to Ireland?
Can they just arrive in Ireland and call to immigration office to start the process. I'm assuming he can start work ASAP?
If anyone has gone through similar situation could you please let me know your experience . What can we expect
