NHS and Surinder Singh route application/BRP

I just received a letter from NHS that they want proof that I can receive medical services. I was approved a BRP based on the Surinder Singh route. Is that card enough? Do I have to pay or the mentioned surcharge?

As far as I'm aware you don't have to pay a surcharge. You could maybe print a proof of status online and send that because it clearly states your rights and want you're entitled to.
