Tier 4 in country Transfer

Hi all
I am currently on a Tier 4 visa (valid from 14/9/2017 to 29/9/2020) .I have currently completed my undergrad and I have applied for a M.s.c course which is due to commence on 28 September 2020 . I Have a few question regarding the new tier 4 visa.

1)Is it possible to switch from current Tier 4 sponsor to the New tier 4 sponsor in the UK itself ?

2) In regards to bank statements .The funds are held in my parents account outside the UK. Will the scanned copy of the bank document suffice or will i still need actual copies of the statements.?

3) How long does the new application take to be processed ?

Would really appreciate the advice
