Right of Abode (ROA) certificate

Can anyone explain to me when a Right of Abode (ROA) certificate is relevant?

Is it for example, for someone who has obtained ILR but doesn't wish to apply for British citizenship? Or perhaps for someone who has been naturalised -i.e. holds British Citizenship, but doesn't wish to apply for a British passport?
