Old OCI card not returned

I recently renewed by daughter's OCI card. When they gave me the new card HCI Singapore retained the old one and told me they don't give it back. Is this correct? Did anyone else have this experience.

Some years ago when I renewed by elder daughter's OCI card they did give the old one back. That was CGI Birmingham.

They take the old Indian passports too if there are no valid visas inside.
