English requirements for switching from.FLP.to FLM

Someone related to me is on FLP private life based on parent of a British person(me).now he is thinking of switching to 5 years route, we don't know the best route to go for, and I understand he needs an English examination, which English exam doe she need A2 or B1.His visa is expiring in May this year when its the earliest he can apply for his visa.Can he apply as priority,he has the financial requirement as well as the accommodation requirement.

If he is switching for the first time, he would need A1 but many people do higher test if they competent enough to do B1 which they use for future applications. There's no priority options at the moment for family visas applications within UK and he can apply anytime before his leave is due to expire. There's no financial requirement but adequate maintenance must be met.

Cannot apply as a parent, if there’s an eligible partner.

You are correct. There is also a financial requirement for unmarried partners under the 5 year route.
