Does her UK ILR boyfriend meet the Minimum Income Requirement of £18,600 per annum and can she pass an English speaking test?

Does she have a legal status in France? This will influence her ability to both get married and apply for a visa from there.

Does her fiancé earn 18600 £ per year or more? This is one of the requirements for both the fiancé visa (if they want to marry in the UK) or the spouse visa (if they can manage to marry elsewhere).
