Transitional programme

I am currently in the UK on student visa status. Having concluded my studies, I intend to apply for the Tier 1(General) visa.

The metainance fund, according to the new requirement, must have been in the account for a minimum period of three months. But considering the Transition programme which ends 31st October, can I apply now using just one month statement of account?
