Hi ,

No ,a Non-EU stamp 4 holder requires a VISA in EU but the best shout is to apply for a tourist visa with Netherland and if you bring an original Irish passport for your son/daughter you will not pay €60 Visa fee.
I have done it myself two times but i dont know about other member states.

To add to that, Netherlands is one of the generous Schengen countries when it comes to visit visas. They gave my partner 5 years validity whereas all other countries that she visited so far (Germany, Finland, Belgium etc) only granted her a single entry.
