If he got the speeding fine and points via FPN and the speeding fine was paid without challenging in court, he is fine. Nothing to worry but declare it. It will NOT affect the British Citizenship application.
If the points and fine were given by the court, then he has equivalent to a criminal conviction and British Citizenship application maybe affected for 3 years.
