The UK immigration form doesn't ask about your medical history. They certainly can't discriminate based on mental health conditions. The person just needs to tick the boxes for whatever immigration pathway they're on.
No sin in failing, you just have to try and try again!

The health care provision in the U.K. for complex mental health issues is available however it is not easy to access. The NHS is overwhelmed and the waiting list for care is long for all treatment. Mental health treatment particularly.

If the individual is hoping to receive treatment when they get to the U.K. anything outside of a GP consultation is likely to take months before they get to see an appropriate health professional.

If the ECO is concerned about health tourism, if the individual is coming on a visit visa, that could lead to a refusal.

Does it apply to getting ILR and citizenship? What about them?

There are no health questions for ILR and naturalisation applications.
However, there are English & Life in the UK tests to be taken at the ILR stage, and naturalisation if applicable.
Applicants need to be able to take/pass those tests. If the applicant is so severely effected that they can't take the tests an exemption has to be applied for which specialists' assessments/opinions are required.
This is just my opinion as a member of this forum and does not constitute immigration advice.

I can see why OP might be worried - there are cases of people being turned away due to their medical conditions in certain countries like New Zealand.
I myself am not aware of any barriers for immigration, but you just have to be prepared to go private for healthcare (and hence have substantial savings) in case of issues with the illness.

There is no discrimination solely due to mental health, it is secondary issues that will be the barriers to initially getting to the U.K. and then what happens during the period leading to ILR.

For example - are they able to be economically productive, can they work, is their ability to work impacted by their condition, would they be able to hold down a job. All these would be pertinent for a skilled worker visa or substitute study for work then it would be the same for the student route.

Spouse visa - their mental health just wouldn’t really come into the equation.

If there were issues during their stay that lead to police involvement because of their condition then that impacts ILR depending on the seriousness of their actions. If they pose a danger to others as an example would possibly in the extreme lead to be considered non-conducive to the public good.

The unknown part is how impactful or limiting is their condition and how that manifests itself on their behaviour and behaviour to others. Like all conditions there are varying degrees. This particular condition is usually very challenging and if diagnosed as such is usually very impactful.

What is the proposed route to migrate to the U.K.
