Just arriving in the UK as a visitor and then looking for status is not a good idea....
Looks like brother cannot apply because:
https://www.gov.uk/family-permit/apply- ... chtenstein
Quote:
"Eligible family members
You can apply if you’re one of the following family members:

spouse, civil partner or unmarried partner
child or grandchild under 21
dependent child or grandchild over 21
dependent parent or grandparent
This includes family members who were adopted under an adoption order that’s recognised in UK law.

You can also apply if you’re one of the following family members of the spouse or civil partner:

their child or grandchild aged under 21
their dependent child or grandchild over 21
their dependent parent or grandparent"

hello again

Thanks for your comment and assistance.

I have checked your links thanks.

you are right the brother is over 21however he is not well and needs constant care and the brother here is the only family member who can support him phisically and finanacially..

Is there any way he can apply as family member with care needs.

Regards

The only option I can think of is the ADR visa - Adult Dependent Relative visa under UK immigration rules:
https://www.gov.uk/indefinite-leave-to- ... amily-visa
As the brother doesn't appear to qualify for the EU Settlement Scheme in the first place there's nothing else I can suggest.
The ADR visa is very difficult to obtain: refer to this thread and further links:
