Nationality by birth

Is there any EU, Nordic or Schengen state country where a baby born to non-EU citizens acquires the citizenship of that county by the right of birth.

I know this rule in both USA and Canada. Any similar position in Europe????

Please help.

Romania.....the only country in EU that offers citizenship by birth...but thats just what I have heard not sure if its correct.

For the rest of EU, one of the parent has to be citizen of the country ( or permanent resident ) in order for the baby to be citizen.

Odd question. why?
