Can a failed asylum seeker get marriage to a british citizen ?

Why not, but remember you need a COA to get married in the UK, unless you are getting married in CofE(Anglican Church)

Marriage on it's own won't give you the legal right to remain in the UK though. You will still have to apply for (and be granted) a spouse visa.
