PEO solihull vs Others

In this forum, i have read many sucessfull ILR stories who attended PEO solihull in person have paid their government fees at the end after confirming that their ILR has been approved. Iam very much surprised how can PEO solihull could be different than others. If in worst case ILR has been refused at PEO solihull then no need to pay government fees? If this Is true then getting an appointment at solihull PEO is difficult.

Sorry for posing silly question, this is only for those people paying more than £3500 (with dependents) in government fee and the case worker refuses for any minor reason. I think many people know how hard it is to save such high amount of fees living with family of 4 people and how many months/years it will take to save the fees in UK.
