Delay in Getting Indian Visa

I applied at the edinburgh VFS for an entry visa to India on 06.06.11

I had applied for the surrender certificate the same day at was told at the counter that it can be done. Received the SC on 14.06.11 but still waiting for the visa. The VFS application tracker has the standard msg. and when i phone their helpdesk i'm read the same msg. and nobody picks up the phone at the consulate.

I have sent the SC copy by post and e-mail immediately after receiving it to be sure thats not the cause for the delay.

Any ideas about what else could be done ?
