To ensure that the person who wrote the examination is indeed the same person submitting the application. Hence, the need for (the same) photo-ID for LITUK test and a settlement / naturalisation application.
This said, IIRC, I think a member had posted his experience that his naturalisation application was successful despite the fact that he had not included his UK driving licence (that he had used for LITUK test) with his naturalisation application. Perhaps, he got lucky .. because the requirements do state that the ID used for LITUK test must be included with the settlement / naturalisation application.
