The Canada forum seems to have become a tool for free advertising, misplaced posts and spam. Is it no longer moderated?

If the moderators are taking notice can I ask if there is a way of barring new members from embedding hyperlinks until they have acquired a nominal amount of posts? That would prevent a lot of these instances where a new member joins and spams in their one and only post.
