Dependant of HSMP TIER 1 GENERAL , NEED 2 YEARS?

Dependant of HSMP TIER 1 GENERAL , NEED 2 YEARS?

Hi,

Does anybody know, dependant of a main applicant who his in Tier 1 General category, and affected by HSMP forum JR policy document,
needs to finish 2 years of continous stay here in UK to apply for ILR?

I couldn't understand the para. 9 of HSMP forum JR policy document.
does it states that, if main applicant gets PR, the depenant also can apply for PR?
