Visit visa for Parents of a British Citizen

Dear all,

This question is on behalf of my friend who recently received his British Citizenship.

His parents want to visit him in the UK for a short trip and apparently they would visit him once or twice every year and they currently live in India. They don't have any intentions to settle in the UK(retired parents with a full pension and a few properties back in India), and he wasn't sure about whether to apply for a Visit visa or a EEA Family permit.

Can anyone please advise if he can apply for EEA family permit for his parents? I do think that the Link below applies to his situation, but would be highly appreciated if someone could kindly confirm :)

They need to apply for a family visit visa not an Eea family permit.
