Tourist visa / Family visa

Hello senior members, I am a British citizen. My sister would like to send his sons to London for sightseeing purpose during their vacation (May) from India. First son is 18 year old and the other is 16 years. Is it possible for them to travel without their parents?. Here, I am a housewife and my husband is an employee in a IT company. We are ready to accommodate and sponsor them. I would like to know whether they need to apply for tourist visa or family visa. Can somebody help me on this pl.?. Thanks.
