Transpondia info and the 14 years long residence

this is driving me mad !
in home office website : long residence 10 years and 14 years application still there with all the details .....(date 2007)etc
but i have some info which i printed from Transpondia which says : refering to long residence :5: Are you eligible for any concessions that home office has sponsored?,,,,,etc
ther is a big Note on top of the word overtayers :
the materiel below is now obsolete ............
is that mean the new rules superceed all those concessions ( 10 year , 14 year )
