Can a Student visa dependent switch to a skilled worker visa

As in the subject, can a dependent of a student visa holder (who has had a curtailment letter from HO) switch to a skilled worker visa and her partner become her dependent within UK?
Does the dependent have to prove his English proficiency?
What are the required documents for this if possible?
Any links to gov website will be of great help.

If your partner or child is currently in the UK on a Student visa, they can only switch if they have either:

completed the course they were sponsored to study
studied for a PhD for at least 24 months
Not a qualified immigration adviser. Use links and references given to gain confirmation and/or extra information.
