Is brother in law considered as family?

Hi,
I have a silly question.
My fiancee is filling a Tier 2 Dependant form and got a question:

Family who live in the UK
Do you have any family in the UK, apart from your fiance?
This includes:
-Immediate family - such as spouse, civil partner, parents or children
-grandparents or grandchildren
-your spouse or civil partner's family
-your partner, if you lived with them for 2 out of the last 3 years

My brother and his family are living in the UK now, just wondering does my fiancee need to enter details of my brother & his family (hence his wife, niece and nephew)?
