Skilled Worker English Requirement from Out Country.

One of my friend's wife want to come to UK as a care worker and she it trying to gave IELTS exam.

She got below score
Writing- 5.0
Reading -3.5
Speaking -4.0
Listening-4.5
Overall 4.5 bands

UKVI see overall B1 for skilled woeker visa or they want in each module as well.

Is she eligible to apply for visa or she need to gave exam again.

I believe that they will go through the module results as well.
