Tier 2 ICT Dependent to Tier 2 General

Hi Team
I am working in UK on Tier2 ICT since Mar 2017 and my wife entered UK under Tier 2 ICT dependent Visa on Jun 2017. We both have have valid Visa until Mar 2020.
Currently she is working and her employer is ready to provide sponsorship, below are my queries and i would really appreciate any help or guidance in answering these, (Sorry i tried finding existing post related to this, but not able to)

1. Can my Wife switch to TIER 2 General visa ?
2. If yes, can she apply from UK or she need to go back to home country?
3. What is process for her employer to provide her sponsorship, do they need to prove that there is shortage of occupation in order to provide her sponsorship?
4. Once she gets Visa, If I need to switch as her dependent - What is the process? Can I apply from uk, Is there cooling period? Do I need to leave my existing Visa?
5. While she applies for Tier 2 general visa - In case of failure or rejection, Can she still come back under old visa continue as my dependent until Mar 2020 as my dependent? or she needs to reapply?

1. She can apply for tier 2 General if she meets the requirements.

2. She must apply from. Home country with a restricted Cos.

3. Are they an HO licensed sponsor? If yes, they should know what is required. How do you know the job is shortage occupation, what is the SOC? Tier 2 general is NOT only for shortage occupation jobs, non shortage can also be sponsored.

4. You can apply within the UK. As has been answered 100s of times up to yesterday even, cooling off does not apply to ICT changing to dependent visas.

5. Yes she can come back, her dependent visa won't be canceled if tier tl2 general is refused.
