Complex cases are essentially any case that for whatever reason are deemed not to be able to meet the stated timelines for a decision.
In reality there is a triage of the case at the point of application. If it is anything other than a straightforward case then it would probably be pushed to complex. By doing this it takes it out of the timeline and therefore does not impact the published stats.
It has been used in the past to smooth out high demand and / or low staffing resources. So there is a certain amount of scepticism on when is complex actually complex or is it a stats manipulation.

Hi Kman, just to ask that after you received email from HO stating "exceptionally complex issue", there is no any other email from HO to explain what's the issue or any additional information needed from you, then finally you got the visa, correct?

Me n my husband received our visa in February den applied for my daughter dependent visa on 1 march done biometrics on 16 march 24 received email yesterday 27 march 24 saying "Although we would normally decide your application within 15 working days from the date that your biometrics were enrolled, unfortunately this is not going to be possible in your case.

This is because your application raises exceptionally complex issues, and we require further time to consider your case thoroughly and reach a decision. Has anybody received same email for dependent child

No, I haven't received any email from HO for any further documents or interview.
Just received a visa after 14 weeks of file submission.

Before that, I wrote to the local MP to help me with my application and they said they would check with HO what is happening with the application. After 8 working days, I got my visa.

We are still waiting for my wife's application decision.
I raised the same issue with our local MP for my wife's application; they said they will check and update me soon.

I don't know one with dependent child, however, 5-6 people (I know through reddit) who had a complex issues recently they all are getting visas between 12 to 16 weeks, as I have noticed.

Thankz kman for ur valueable tym to rpy for my issue i am bit concerned that have i not made any mistake in filling my application form where they ask me Has the applicant has any medical treatment done in the UK and I said no whereas my daughter had twice done her dental Treatment i called on 111 because she was not registered for any of the dental services in UK and they gave me an emergency appointment fill the gap of her teeth where there was cavity also I have paid IHS as I was on PSW

Could anyone please help that my friend is on skilled worker visa , he has not received any email from home office but yesterday he just checked his status on UK visa and immigration website where he couldn't get access. It says you don't have right to work. Could anyone please explain what does this mean.

My wife's application is still pending;
does anyone know when can we expect a decision on hers?

Only I received a complex issue email notification and got a decision 2 weeks ago.

She filed on the same day as me and now it's more than 16 weeks and no update yet from UKVI/HO.

Patience and waiting it out is sometimes the solution whe dealing with HO especially when less than 6months since application.

I contacted to local MP over email; gave all the details about the application and asked for help with this matter.

I couldn't find a way to contact HO; I wrote to complaints@homeoffice.gov.uk but received an automated email that stated as follow; not sure they will response or not.

Hi guys,

I am in a fix here. I am scheduled to resume next month, I am switching jobs and employers. I did my biometrics on 21st of March and received the exceptionally complex email today. What do I do? Going by the trend, it seems it takes between 10 to 14 weeks to get a decision on my application.

Is it advisable to contact my local MP now if that might help as I do not have the luxury of time considering my resumption date.
