Switch from Tier 4

Dear All,

I have a question which I almost know its answer but wants to be sure. To switch from Tier 4 General to Tier 1 Entreoreneur, the student can do it during his/her study and before finishing that? Or s/he should wait and apply after finishing her/his study? I think that the first one is correct according to my research in UKBA website.
