Can Tier2 ICT employee apply for Tier1 exceptional talent VISA without cooling off period ?

Cooling off period applies ONLY for Tier 2 ICT to Tier 2 General!!!

Tier 1 Exceptional Talent is also no longer possible.

Overview
You can no longer apply for a Tier 1 (Exceptional Talent) visa.

You may be able to apply for a Global Talent visa if:

you’re a recognised leader (exceptional talent)  
you’re an emerging leader (exceptional promise)  
you have a Tier 1 (Exceptional Talent) endorsement

You would have to qualify for the Global Talent visa.

Thank you for your quick response.

So for global talent VISA, the cooling off period doesn't matter if i am not wrong.

I have one question on this : Currently I am in Tier 2 ICT. After Jan 2021, Point Based system will be introduced.
Is there any chances to move from Tier 2 ICT to Tier 2 General in Point Based System?
Is there any cooling off period will be applicable on that period of time?

Highly unlikely that the cooling off period will be removed.
