Is total time taken for rejection same as approval

Hi all,

I went through few topics and got to know that it takes max 8 weeks currently to get the decision from the Home Office.

If has been 4 week since I have applied for HSMP. I had couple of question

1)Currently how much time it takes for a case to assign a caseworker.

2)If they require further documents, within how much time/weeks should they request us for the same. Should it be again 8 weeks or less than that

3)If the decision is negative again will it take 8 weeks or less.

If anyone could answer these, would be nice.
