Appeal or Re-apply? Tier-1 PSW Dependent visa refused.

Hi All,

I got married on 20th May 2013 and my wife applied for a tier-1 PSW dependent visa. Her visa got refused stating the reason as - No Marriage photos were provided.

I know marriage photos are not mandatory. :oops:

My question is should I make an appeal against it or should I make a fresh application?
Could anyone please tell me how long does it take if I make an appeal?

I seriously don't want to take any chances and I was thinking to make a new fresh application with new documents. Does anyone have anything to say about this? What will be better appeal or reapply? what is the timeline if I make an appeal.
