Dependent starting a business Tier 2 general visa

Hi,

I have been working in the UK for the past 3 years on a Tier 2 General visa. I have two questions -
1) my wife works on my visa can she start a business along with her day job?
2) if she quits her job is she allowed to start a business and show it as self employed?
