Dependent Visa start self business?

Hi, I am on tier 2 General Visa and my partner is on Tier 2 dependent visa. Would like to know:-

1. Whether my partner is allowed to start a company for self business? I understand that Tier 2 general is not allowed but not sure about dependent visa

2. If it is allowed, would my partner still able to work for another employer on contract basis or even full time employee

Tier 2 dependents have full work rights and she can work full time or on contract basis. Your spouse can also form a limited company if required.
