do you have right to work in the uk？

Hi all
hope you are all doing well.
I am a student in the UK with Tier 4 visa and I am applying for jobs to work in the UK.
Some job description from the companies have sponsorship shows " the candidates need to have rights to work in the UK"
Does this mean those companies won't consider applicants who are from the non-EU countries?

That means they don't sponsor a work visa for the offered position, it's only available to those who have already the right to work, and it doesn't matter where they're from.
