ICT Tier 2 visa(completed 5yrs) to skilled worker visa

Hi Sir

I was in the UK for past 6yrs ( 1yr short term ICT + 5yrs long term ICT Tier 2 visa) till Nov 2020. I moved back to India to serve the cooling period. Can you please clarify if
1) Can i return to UK under skilled worker visa if my employer is ready to sponsor?
2) Do i have to wait for the cooling period (12 months)to be completed to switch to Skilled worker visa? Is the cooling period still applicable for me?
