ICT visa with local contract

For Tier 2 ICT visas, can the company hire employees with local contracts, meaning a work contract with the company in the UK?

I assume the more normal case for ICT is working in the UK but having a foreign contract with whatever office the employee transferred from.

You are being sponsored by the UK branch of the overseas company. They hold the sponsor licence and have duties and responsibilities vis a vis the HO. Your actual employment contract is of no interest to the HO, it can be either with the overseas organisation or with the UK branch.
