Impact of Point based system on Tier 2 ICT

As per the new Tier 2 Point based system what would be the impact on existing Tier 2 ICT visa holders?

1. Can they switch from Tier 2 ICT category to Tier 2 (Point based) without cool-off?
2. Does the employer need to go through RLMT for Tier 2 point based as well?
3.What else would be impact on Tier 2 ICT holders?
