Sponsor licence submission sheet requires signature?

Hi,

When employer applies for sponsor licence online, they get a submission sheet after they make the payment for sponsor licence.

Does anyone know if that submission sheet requires a signature?

It is just that the Authorising officer is currently out of country for 2 weeks. Now her PA would like to fill in the online sponsor licence application on behalf of the Authorising officer. But the only worry is, once the application is completed, the submission sheet needs sending out to visa office in 5 days - that can be done as long as the submission sheet does not require a signature.

I am hoping somebody would know it?
