Sponsor Management Service Level 1 User

I am looking forward to apply for License for our printing press shop.
Currently Business has a Company Director and a worker. Business Director works for a different company as well and Lives in the other part of the town and will not be working in the shop. Worker currently working in the shop is not a settled person

I wish to know following please:

1) Does Level 1 CMS User (Company Director) have to be working in the shop all the time?
2) Do i have to hire a separate worker for Level 1 User or this can be done by Company Director?
